applicants for the position of Procurement and Contract
Specialist.The Procurement and Contract Specialist (Program
Coordinator III) is part of MassDEP's Fiscal Management Division
reporting to the Director of Procurement and Accounting. The
incumbent in this position functions in 4 major areas: (1) Manage
and review the COMMBUYS/CLM RFR and procurement processes and all
related activities in the Department (2) All the department's
activities related to and relative to the SDP Program (3) All the
department's activities related to and relative to the SDP Program
(4) Serve as the Department's back-up Security Officer.Specific
duties of this position include, but are not limited to:
- Oversee all RFRs, construction, professional service,
interagency/service contract, MAs, grant announcements and awards
to ensure compliance with State Finance Laws, State & Federal
Grants Policies, EOs 592 & 599 and other procurement and
contracting policies and procedures (including DBE, SDP, (MBE, WBE,
VBE, SDVOBE, DOBE & LGBTBE), SBPP, etc.); review and evaluate all
DBE waiver requests.
- Coordinate and monitor the Disadvantage Business Enterprise
Program, Supplier Diversity Program, and Small Business Purchasing
Program activities within the department and provide assistance to
MassDEP staff in this area.
- Maintain the tracking log(s) and coordinate the DBE, SDP (MBE,
WBE, VBE, SDVOBE, DOBE & LGBTBE), and SBPP reporting requirements,
where appropriate.
- Acts as a liaison on all DBE, SDP (MBE, WBE, VBE, SDVOBE, DOBE
& LGBTBE), and SBPP related matters to DEP personnel, Comptroller's
Office, Operational Services Division, and/or SDO and the general
public.
- Manage and review the Supplier Diversity Hub (SDH) for
procurement and contract activities as they relate to SDP.
- Manage and review the COMMBUYS/CLM RFR and procurement and
contracting processes and all related activities in the
Department.
- Confer with management staff and others in order to provide
information concerning DBE, waiver requests, SDP (MBE, WBE, VBE,
SDVOBE, DOBE & LGBTBE), SBPP, and COMMBUYS process, evaluation and
monitoring.
- Perform back-up Department Security Officer (SDO) duties
relative to MMARS, Mobius, ServicePro, ServiceNow, VPN, HRCMS and
LCM by resetting employee passwords, assigning user access
identifications (UAIDs), create user roles, and review and approve
Department security reports as needed.
- Perform related work as assigned.QualificationsFirst
consideration will be given to those applicants that apply within
the first 14 days.MINIMUM ENTRANCE REQUIREMENTS:Applicants must
have at least (A) four years of full-time, or equivalent part-time,
professional, administrative or managerial experience in business
administration, business management or public administration the
major duties of which involved program management, program
administration, program coordination, program planning and/or
program analysis, and (B) of which at least one year must have been
in a supervisory capacity, or (C) any equivalent combination of the
required experience and the substitutions below.Substitutions:I. A
Bachelor's degree with a major in business administration, business
management or public administration may be substituted for a
maximum of two years of the required (A) experience.*II. A Graduate
degree with a major in business administration, business management
or public administration may be substituted for a maximum of three
years of the required (A) experience.*III. A Bachelor's or higher
degree with a major other than in business administration, business
management or public administration may be substituted for a
maximum of one year of the required (A) experience.**Education
toward such a degree will be prorated on the basis of the
proportion of the requirements actually completed.NOTE: No
substitutions will be permitted for the required (B)
