**Notice to Applicants: Inovio is looking for an Director, or Senior Director Alliance and Program Management who is bilingual (English/Mandarin). The successful candidate will be hired at the level and salary commensurate with the education, knowledge, skills, and experience.

Job summary

Working with the product development teams, this position provides program management and leadership to support the discovery, development and life cycle management of candidate immunotherapy products. The position drives development of strategic approaches as well as supports the execution of program plans for discovery, pre-clinical and clinical product development activities, partnering with external collaborators as well as internal functional area groups. The position is responsible for leading and facilitating team meetings, co-development and implementation of program strategy, management of timelines, risk management, budget tracking and reporting through written and oral communications. Where required this role also serves as a key leadership interface between Inovio and external product development partners (i.e. other pharma companies, CMO, Academia, or Government).

Essential job functions and duties

Provide leadership, direction and coordination across functional areas to drive delivery of program goals

Create and monitor project plans, timelines, program budgets, and update work plans as appropriate to meet changing needs and requirements

Partner with the team to proactively identify and highlight risks and issues within the project; work with the team to devise and implement effective risk mitigation strategies

Provide leadership and direction between external product development partners and Inovio teams to drive successful partnerships

Develop tools and processes to increase efficiencies of program management, program execution and reporting

Effectively communicate project expectations to team members and stakeholders in a timely and clear fashion

Facilitate and manage team meetings

Partner with functional area leaders on resource planning requirements for timely completion of projects

Other tasks may be required based on business needs

Bachelor degree with a related advanced degree strongly preferred

Area(s) of expertise: Biology, Immunology, Bioengineering, Cell or Molecular Biology, medical devices (injection). Experience with vaccines or biologics is preferred

Minimum 12 years of pharmaceutical industry experience is preferred with at least 7 years of management experience and 3 years in a senior program management role

Bilingual in English and Mandarin

Background all aspects of drug/ vaccine/ immunotherapy/ oncology product development

Experience managing government/non-government contract and working with multi-institution teams (Academics, Public and Private sector organizations) is desired

Prior team leadership/project management experience with biologic product development

Strong relationship building, communications and stakeholder management skills

Ability to negotiate and balance the needs of both external stakeholders and of Inovio to mutual benefit

Experience with launch of commercial products.

Strong oral and technical/medical writing capability is critical to this role

Ability to interact effectively with external partners and internal staff across all levels of the company is essential

Project management professional certification is desired but not essential

Demonstrated ability to work both independently and in a team-oriented, collaborative environment

Ability to adapt to shifting priorities, demands and timelines

Travel may be required up to 20%

Ability to assess the inherent risks of a situation, their potential impact on a project and based on this information; independently make timely decisions
