Job summary

Head of Government Affairs and Policy is responsible for providing INOVIO’s U.S. and ex-US Business with support on all legislative, reimbursement and advocacy strategies. This position is responsible managing the strategic development and execution in all access channels for US and ex-US Private and Public markets, which includes Federal and State Governments, 3PL’s, Wholesalers, Vaccine Distributors and ex-US entities for INOVIO medicines. They will also work with US and international vaccine stakeholders to position INOVIO as a trusted healthcare partner, capturing commercial opportunities where relevant. This person will work closely with functional leadership company-wide in a high-profile role that is both strategic and executional in nature. It is also the responsibility of the VP Government Affairs to assure that the government affairs infrastructure is prepared and equipped to support future growth of the INOVIO portfolio.

Essential job functions and duties

Develop and execute Government Affairs strategy and manages relationships with US Federal and State Government entities, along with ex-US purchasing entities.

Develop and manage US and ex-US government contract and pricing recommendations and ensure all processes are managed in compliance with the government standards

Develop and execute all aspects of US and ex-US Public and Private Distribution model strategy with wholesalers and distributors to broaden access points for INOVIO products for the customers while being compliant with all regulations.

Work closely, end to end, with Inovio drug/device manufacturing, contracting and regulatory affairs teams

Identify, analyze and communicate how potential changes in legislative, regulatory, policy, and political environments (both near and long term) could affect day-to-day operational business activities and impact patient access to medications;

Identify, analyze and communicate how existing legislative and agency action does or could impact the business;

Identify and provide appropriate influence in the development of legislation and policies relevant to INOVIO

Develop and execute advocacy strategies supportive of INOVIO’s priorities;

Partner with the INOVIO Legal function on various matters including interpretation of existing and potential laws and regulations;

Provide strategic support and guidance to the Business Leadership Team regarding policies that do or could affect INOVIO’s product life cycle, including in the areas of product development, regulatory submissions, distribution and reimbursement;

Represents INOVIO within industry trade associations and coalitions;

Ensures that the company is compliant with all federal and state registration and lobbying disclosure laws associated with interactions with US government officials

Minimum Bachelors Degree in Business or Life Sciences with an MBA strongly preferred

15 years of senior level Government Affairs of experience with Pharmaceutical or Biotech industry with vaccine and both sales and marketing in the US; ex-US experience is desired but not required ,with 12 years of operational & strategic management experience

Proven experience in networking and negotiating at the executive level in the vaccines field.

Proven experience in building strategies for how to work with government officials, key opinion leaders and vaccine stakeholders or.

Proven experience in negotiating commercial agreements with distributors, logistics providers and new commercial partners.

Established network and relationships with personnel responsible US Government vaccine procurement

Strong leadership skills with proven ability to manage/ influence internal and external stakeholders.

Entrepreneurial planner and builder – opportunity to identify and capture business opportunities.

Strong vision and demonstrate a high level of energy and passion.

Pro-active and performance oriented

A solid working knowledge of existing laws, regulations and policies applicable to the pharmaceutical industry.

Strong knowledge of the current U.S. healthcare landscape including how Medicare (particularly Part D)/Medicaid and other reimbursement programs operate.

Ability to develop good relationships with staff from the key lawmaking committees within Congress.

Capitol Hill and/or Administration experience is preferable.

Strong commitment to ethics and compliance.

Strong written and verbal communications skills.

Requires spending significant time in Washington DC
