Overview:
Plymouth AreaFull Time -General Statement of Duties: - To perform
and oversee outreach and recruitment of injection drug users and
their sexual partners, men who have sex with men, transgender
people, sex workers, sexual and drug using partners of those who
are HIV positive, and other individuals at high risk for
HIV/HCV/STI infection -using the Harm Reduction Philosophy. Provide
and oversee risk reduction counseling and recommend appropriate
screening services for those recruited, including HIV/STI/HCV
screenings. Oversee and screen and provide appropriate risk
reduction counseling for those at high risk for opioid overdose.
Oversee the COPE Center Needle Exchange and Naloxone Pilot programs
and enroll appropriate individuals into the program. - To oversee
and maintain daily operations of the C.O.P.E. Center, and satellite
offices including supervision of staff. - Network with community
groups and agencies, in Brockton and surrounding towns as needed to
advance the prevention and screening models that are implemented.

Responsibilities:
-Oversee the HIV/HCV/STI Prevention and Screening Program, Pilot
Naloxone, and Pilot Needle Exchange programs at COPE Center and
satellite office (s). Monitor, oversee, coordinate, and manage the
quantity and quality of services provided by staff and ensure
operations meet agency and funding source standards.Provide ongoing
supervision, support, and training to staff, volunteers, and
student interns.Attend all meetings, conference calls, trainings,
and events required by our funders.Maintain any CLIA and Special
Projects Waivers from MDPH state lab, including all testing,
temperature, control and training logs. Follow HAV/HBV Vaccine
Policies and Protocols including overseeing the vaccination storage
temperature and administration logs. Assist staff in creating
strategies for providing HIV/STI/HCV prevention, education,
counseling and testing and opioid overdose prevention to identified
populations. Train, evaluate and document staff proficiency in
phlebotomy, HIV pre and post test counseling, risk reduction
counseling, street outreach, HIV/HCV/STI/opioid overdose education,
syringe exchange and disposal procedures.Provide administrative
supervision to COPE staff members at a minimum of once per month.
Initiate and conduct follow-up activities to coordinate ongoing
program projection, planning and evaluation of services provided
and the impact those services have on clients, including consumer
feedbackComplete all necessary paperwork in a timely and accurate
fashion including qualitative and quantitative program reporting
and evaluation for BAMSI and MDPH. Attend meetings, coalitions,
conferences and trainings to expand knowledge of HIV disease and
related topics (STIs, Hepatitis C, substance abuse, harm reduction,
etc.). Seek out and be current on new developments, and committees
relevant to served populations.Foster and maintain positive
provider relationships within the community that our populations
access or are in contact with (Police and Fire Departments,
Healthcare and Treatment Facilities, etc.). Maintain, monitor, and
order supplies for all screening services, harm reduction,
paperwork and educational materials. Establish and maintain a good
rapport and harmonious relationships with staff, clients, and other
program related individuals.Perform other related work duties as
needed or as required by supervisor or designee.
Qualifications:
Bachelor's degree preferred. Minimum 2 years experience in field of
human required.Minimum 1 year of supervisory experience
required.Experience with HIV services, GLBT services, and/or harm
reduction and substance abuse services preferred.Familiarity with
harm reduction theories required.Good organizational and
communication skills (oral and written) required.Proficiency with
Microsoft Office Suite required.Resident of or familiarity with the
Brockton area preferred.Must possess a valid driver's license in
state of residence.Bilingual in English and Spanish or Portuguese
desired.
